Where it came from
This comes from a 1950s Looney Tunes cartoon where Bugs Bunny encounters Soviet imagery. It became a meme around the 2010s when people started using it to make jokes about communism and left-wing politics.
So basically it's Bugs Bunny with a hammer and sickle, looking all proud about it. The joke is usually that someone's saying something vaguely left-leaning or socialist, and you hit them with this image to mock them for being a "communist." It's become shorthand for dunking on people online about their political leanings, especially in a jokey way. Sometimes it's used ironically by actual leftists too, which is peak internet humor where both sides are in on the bit. The absurdity of a cartoon rabbit with Soviet iconography just never gets old to certain online communities.
