Where it came from
This became huge around 2013-2015 when the image of Drake in his red jacket against the yellow background started circulating online. It's from his 'Hotline Bling' music video era.
The meme is literally just Drake's face doing two things: rejecting something (top, looking annoyed with his hand up) and approving something (bottom, looking pleased and pointing). It's super simple but incredibly versatile. You use the top panel for the thing you DON'T like and the bottom for the thing you DO like. Like, top panel could be 'waking up at 6am' and bottom could be 'sleeping until noon.' It's funny because Drake's expressions are so exaggerated and relatable, and the format lets you compare literally any two things in the most petty way possible. People have been using it forever to make jokes about preferences, opinions, and basically anything that has a 'yes vs no' or 'bad vs good' vibe.
