Fry, from Futurama, squints at the camera with exaggerated suspicion. The caption is always "Not sure if [thing A] or [thing B]", where the two options are subtly indistinguishable or equally plausible. "Not sure if my code works or if I'm just not running the tests."
The squint is the whole format. You're looking at a situation and your brain cannot decide which of two explanations is real. Fry's expression is pure paranoid uncertainty, which makes it the perfect visual for that exact feeling.
Definitely past its peak — this is very much an early-2010s meme — but it still shows up for nostalgia or specific contexts. Classic status secured.
