"I can send letters instantly?" The joke is being gently amused by someone discovering basic tech for the first time — the excitement is genuine and the tech is mundane.
This is a very 2010 meme — back when "boomers using the internet" was a whole humor category. The tone was usually affectionate, not mean. It's one of the earliest "reaction to technology" formats and it's showing its age hard.
