No - Yes

Where it came from
Started around 2013 from Drake's "Hotline Bling" music video, but became a widespread meme format around 2015-2016 when people realized the top and bottom panels were perfect for showing approval vs disapproval.
So basically it's Drake in a red jacket doing two different poses - top panel he's making a disapproving face with his hand up like 'nah that ain't it,' and bottom panel he's pointing and nodding like 'yeah that's the one.' You use it to compare two things side by side, showing what you DON'T want vs what you DO want. It's stupid simple but it works for literally anything - could be comparing two food options, two outfits, two ways of doing something, whatever. The format is super flexible which is why it's been around forever.
The funny part is just how perfectly Drake's expressions convey disappointment and approval without needing words. It's become one of those templates that works for literally any 'this bad, this good' comparison you can think of. People use it for serious takes, jokes, relatable stuff, you name it.
